what plant is this??

Hi we had to do a lot of ditch clearance at work today and came across quite a few of these plants. They had woody stems from last year about 3feet high , i thought it might attract bees etc as plants at the roadside normally do . Only thing is does anyone know what plant these are ? cheers ...
