It depends on wheter the flower buds had stated to break or not. Last year here in North central Ok. we had a late freeze which killed all of my apple buds. Different vatieties bloom at different times which is why certain one arew more common in different areas. If you read the descriptions in the nursery catalogs they usually give information as to which ones bloom later to avoid a late freeze. I have Gala and Prarie Spy. The Gala budded too early so I had no pollinator for my Prarie Spy.

It depends on whether the apple trees had formed buds, etc. If the trees were well along in the growing season and buds had formed or the tree had leafed out then certainly a frost would do some damage.
